“国际公共艺术奖”（IAPA）是2011年由《公共艺术》（中国）杂志与Public Art Review（美国）杂志合作发起的国际性的公共艺术领域的评奖活动。其目的在于使之成为国际公共艺术领域最高成就的象征，为世界各地区正在开发中的城市提供公共艺术建设范例，引领公共艺术潮流，强化城市区域文化的传承与发展，提高城市文化艺术水准，改善城市生活环境，提升市民生活品质。届时，受表彰的艺术家在提高城市生活品质，改善公共环境，促进公共文化福利等方面做出的贡献，将在活动中得到广泛传播，为世人关注。

The International Award for Public Art (IAPA), an international awarding event in the field of public art initiated jointly by Public Art Review (USA) and Public Art (China) in 2011. It aims to develop into a symbol of the highest achievements in the field of international public art, provide public art paradigms for cities under development across the globe, and accordingly lead the trend. Besides, it is also designed to enhance the heritage and development of urban regional culture, and upgrade the artistic level of the urban culture, thus bettering urban environment and improving citizen’s life quality. The contributions made by the honored artists in the aspects such as life quality, public environment improvements and public cultural welfare promotion will be propagated and attract worldwide attention.

“国际公共艺术奖”同步建立起国际公共艺术专家智库网络和评选机制。其参选作品不是由艺术家个人申报，而是由国际公共艺术研究员对本大区里的公共艺术案例进行研究和推荐。“国际公共艺术奖”暨论坛系列活动可由各申办地根据“国际公共艺术论坛举办指导手册”进行申办。

An international public art expert think-tank network and a review mechanism have also been established with IAPA. The nominated works, rather than those submitted by individual artists, are studied and recommended by international public art researchers among the public art cases in corresponding regions. The hosting of IAPA awarding ceremony and a series of activities can be applied by each city according to the Guidebook for the Hosting of International Public Art Forum.

为举办地赋能，是该活动的重要原则，举办地可根据自身的城市问题和发展需求来设立相关主题，在举办国际公共艺术奖暨论坛活动时，全世界公共艺术领域最优秀的创作人才和策划人才都将汇聚到活动举办地，献计献策，通过解决举办地实际问题的方式来扩大“国际公共艺术奖”的影响力。

To empower the host city is an important principle of it. The host city can set up a theme related to its current issues and development needs. During the ceremony and related activities, a number of international elites in public art creation and design will be gathered to offer valuable suggestions to settle actual issues for the host city and thus expand the influence of IAPA.

经过近10年发展，该评奖活动建立了一个国际性的研究机构——国际公共艺术协会（IPA），该协会是国际公共艺术的研究平台和公共艺术国际智库，研究员是来自全球的公共艺术领域的研究者、策展人、艺术家、艺术院校的教师及研究生等。目前国内外的研究员的范围已扩展到全球20个国家或地区人数约40人左右。每一年举办一次IPA国际研究员会议，其宗旨是收集和分享更多的公共艺术信息以及研究成果，使更多的人了解全世界公共艺术的发展情况，搭建沟通与交流的国际研究平台，推进国际公共艺术的研究。

For the past 10 years since its inception, the IAPA has welcomed the establishment of Institute of Public Art (IPA), an international research institute, which serves as both a research platform for international public art and an international public art think-tank. The researchers cover the scholars, curators and artists from global public art communities, and teachers and graduate students from fine art colleges, involving about 40 persons from 20 countries and regions. The IPA Research Network Meeting, which is held annually, aims at collecting and sharing more public art information and research findings, disseminating the development status of public art to more people, building an international research platform for communications, and promoting the studies on international public art.

上海大学上海美术学院 Shanghai Academy of Fine Arts,Shanghai University

1983年并入新组建的上海大学，命名为上海大学美术学院。2016年12月，正式挂牌为上海大学上海美术学院。现拥有美术学、设计学、艺术学理论、建筑学、城乡规划学5个一级学科，其中美术学、设计学、艺术学理论为一级学科博士点。学院下设8个教学系、1个国家级艺术类实验教学示范中心——“公共艺术技术实验教学中心”、1个首批市级协同创新中心（上海市公共艺术协同创新中心）。

In 1983, it was merged into the newly-established Shanghai University and named Academy of Fine Arts of Shanghai University. In December 2016, it was officially inaugurated as Shanghai Academy of Fine Arts, Shanghai University. The Academy has five first-level disciplines (fine arts, design, art theory, architecture, and urban and rural planning), among which the fine arts, design and art theory are entitled to be the first-level doctoral degree authorization disciplines. Currently, it has 8 teaching departments, 1 national art experiment and teaching demonstration center (Technical Experiment and Teaching Center for Public Art), and 1 municipal-level collaborative innovation center (Shanghai Collaborative Innovation Center for Public Art), the first in Shanghai.

上海大学国际公共艺术研究院成立于2021年，依托上海大学文、史、哲、经管、社会学等文科的综合优势，面向气候变化、社会正义、可持续社区等国际热点问题，以“地方重塑”理念，促进全球公共艺术繁荣发展。国际公共艺术研究院主要责任在于，发挥国际公共艺术研究的纽带作用，促进先进理念传播，推动全球公共艺术理论研究与发展，构建全球公共艺术研究智库。

Relying on the synergy of the liberal arts disciplines of Shanghai University, such as literature, history, philosophy, economics and management, and sociology, the International Institute of Public Art of Shanghai University, in the face of international hotspot issues such as climate change, social justice, and sustainable communities, is committed to promoting the prosperous development of international public art with the concept of “local remodeling”. Its main mission is to leverage the linking role of international public art research to advance the dissemination of advanced ideas, promote theoretical R&D of international public art, and build a global think tank for public art.
